Our new company video will be released this January!

For the last 4 days we have been busy shooting video footage of our properties, staff and the Tambor area. We've timed the production of this video to be developed this December with a estimated release date of January 4th 2010.
We hope to create a 7-8 minute corporate video that will give our purchasers a look into our operations, focus, future and our dedication to our developments.

More Progress as Monterra Continues Roads in Rios del Sol.

Now most of the planned areas of road work in Phase 1 have been cut. We are now in the process of widening the roads and installing concrete water drainage pipes.

Mitigation (protection of soil from erosion) has started. By using these green, perforated blanket-type cloths and by planting grass seed, the soil beneath has very little chance (in the near future) of eroding and will not once the grass really takes hold. The roads are looking great and we can drive our vehicles over most of the Phase.

Work Continues in Monterra's 'Valle de Luz'.

As work continues in Valle de Luz we can see the main entrance starting to take shape. Mike Quinn of Monterra says: "Since we have come out of the ground people from all over have stopped to look at the site and inquire about opportunities, property sales and jobs. It feels great to be at this stage and booming! when the global economy has clearly affected others. It's demonstrates that Monterra has the resources and experience to fully operate in times like these."

We've been a bit lucky too as the rains here have not been at their normal levels. This time last year it would not be possible to work at our current speed, as of this posting, the sun is shining and the temperature is 28 degrees. Our area is one of the sunniest in Costa Rica but we do expect heavy rainfall in October as usual.

Valle De Luz Begins! Monterra Developers Break Ground for the Front Entrance to VDL.

As anticipated the entrance construction for Monterra's community development, Valle de Luz, began July 22nd 2009. A temporary workshop has been set-up and our builders are getting ready to pour concrete.
Unlike 'Rios del Sol', VDL is a high exposure and unique community that's located directly on the highway that connects both ends of the peninsula. As we continue to develop, this community will become home to many professional services and
stores. VDL will also be home to the only North American standard private school located on the Southern Nicoya Peninsula - which
will be available to all students in Costa Rica. The VDL community will also have a 24 hour medical clinic with a helipad and ambulance service. The project is divided into 2 phases which will include a Luxury Spa, Yoga Centre, Tennis and the largest Equestrian Centre on the entire peninsula. Phase 1 of VDL calls for approximately 265 home sites of which more then 100 have been reserved at this time. Mike Quinn, of Monterra Developers, has been appointed as the General Manager of this project and he calculates that the entrance will be completed within 4 months (by November 2009). Several home designs have also been selected to be built shortly after the entrance is completed. Mike will also be managing these home projects as well.

RE/MAX is officially on Board with Monterra!

Mike Quinn, of Monterra Developers, has done a great job of renovating and redesigning our RE/MAX building. RE/MAX is now owned and operated by Monterra Developers but will maintain separate staff and management. RE/MAX will list/offer all different types of Properties, Homes, Farms and Commercial Real Estate from this area and will also provide escrowing services and appraisals.



In addition to the renovations we also purchased the property next door and then paved it to serve as the RE/MAX parking area. The RE/MAX building is located directly across the street from the Hotel Costa Coral www.hotelcostacoral.com also owned by Monterra Developers. The official RE/MAX website is www.remaxtambor.com and is undergoing a transformation to be fully operational before the opening.
RE/MAX will officially open September 15th 2009.

Progress Continues! Monterra's Rios del Sol Phase One.

As the roads continue being developed in Phase 1 it's now time to start advancing with the water management. The rainy season will be underway soon with October having the most rain.
For the last few days trucks have been arriving on our site with our 'alcantarillas' (basically big pipes). The alcantarillas are now being installed to maintain water flows in selected areas of the rivers.

Monterra's Rios del Sol - Phase One Bridges.

There are 2 bridges needed for phase 1 RDS. The first bridge is at the entrance and will expand 12 meters. The second is 500 meters in the property and will expand 6 meters. The engineering and design plans for these bridges have been completed and approved. Bridge construction will begin as our roads advance and when the weather permits. In the meantime the property is still drivable without the bridges.

Monterra Developers and the Environment.

A huge part of our responsibilities to our profession is protecting the environment. I hear many people talking about this issue in Costa Rica but without proper knowledge of this country's climate, its nature or even the legal impacts of improper development - it's difficult to really understand what Developers are really doing. Before anyone should purchase property, anywhere, I believe they should look very closely at this issue.

It's Easy to Do Your Own Title Search In Costa Rica! Here's How.

It's fortunate that the government of Costa Rica has made information concerning properties easily accessible to property owners over the Internet. A purchaser can rest assured that their financial interests can be authenticated.

You will first need the 6 digit number that identifies the property called the “Folio Real.” Then go to the National Registry's website http://www.registronacional.go.cr/

  1. Click on “Bienes Inmuebles” (immovable property, real estate).

  2. Click on the word “Consultas” (inquiry) on the menu bar at the top.
  3. Click on “Por Número de Finca o Concesión” (by number of the property concession).

  4. You then select the name of the Province. 1 - San Jose, 2 - Cartago 3 - Heridia 4 - Guanacaste 5 - Puntarenas 6 - Limon
  5. Then type the 'Folio' number in the area called “Finca” and click on “Consultar” (get advice).

You now have the owners information (“Proprietario”) and you just verified that it's indeed a titled property.

Also, at the bottom of the screen is the word “Gravemenes” meaning encumbrances. If there are none, then "NO HAY" will show. If otherwise you should then consult an attorney who can perform a more extensive search and explain the facts surrounding the nature of the encumbrance.
Also, by clicking “Historia,” you can learn of the history of property transfers.

Water Studies for Monterra's 'Valle de Luz' Project' in the District of Cobano.

Monterra Developers and Municipal Taxes for the District of Paquera.

I was asked recently if Monterra is up-to-date with our municipal taxes needed for any development to take place in Costa Rica. It was the first time I had been asked this question but it seems like good one. So I requested a letter from the municipality and posted it.

Thankfully, all beaches, rivers and of course waterfalls are public in Costa Rica.

I have come to learn 2 things about Costa Rican Real Estate over the years. #1, Purchase in areas where people you know are purchasing (many areas in Costa Rica are beautiful) and not where sale's agents suggests you purchase. #2. I love waterfalls! I spend more time near waterfalls and rivers then beaches. This is a great swimming place.

Monterra Developers, Your Title, Costa Rica's National Registry and How it all Works.

If you want to spend your entire day just submit property ownership (Cars Too!) then Costa Rica's National Registry located in Zapote (San Jose) is the place. To verify ownership you can hire a lawyer or do it yourself from any computer but for the primary registry process you must come to the National Registry. IMAGES POSTED.
This place is the principal step in the titling process that all Developers must do in order to produce titles for clients. Fortunately we have very dedicated staff that persevere through these line-ups and submit (or request) documentation for Monterra Developers. http://www.registronacional.go.cr/principal.htm

Here is a summery of how a Monterra property is titled in Costa Rica.

  1. Monterra locates a desirable property (Finca) we wish to develop (usually 300 acres+) RDS is 330 acres and VDL is 400 Acres.

  2. A deposit is placed on the property. In Costa Rica, the seller transfers land to the buyer by executing a transfer deed (escritura) before a notary public.
  3. Research and preliminary studies begin on the property (90 days is normal). Studies include - Title Research, Past Ownership, Neighbors Interviewed (if possession land), Hydrological Studies (location of potable water), Soil Tests, Seismic / Flooding Issues, Tree Identification, Roads, Water, Electricity, Communications, Location of Animal Habitats, Spring Identification, River Set-Backs, Slopes and Grades, and many more studies and evaluations as we need to understand if the property will be suitable for development before we purchase it. A mistake at this point is very costly.
  4. Happy with the research, we purchase the property and begin cleaning the land (small brush and grass need to be cleared). This is an ongoing process and usually involves a crew of 20 for 1 month at a time.
  5. We now design the Master Plan for development. Done by our Architects and Engineers. PROPERTIES ARE NOW AVAILABLE FOR SALE AT PRE-DEVELOPMENT PRICES!
  6. Then we begin all thorough studies needed for development approvals. Studies are done by independent companies/agencies and government personnel and can take as long a 6 months for one study, e.g. the environmental study know as a PGE.
  7. After all studies are finished (approx. 1 year) we submit them along with the development application to all necessary Government Agencies (e.g. La Setena) for approvals.
  8. We wait for development approvals to be grated or denied (we normally wait up to 6 months for this 'Resolution' but the Law is 21 working days). If denied, we need to re-design and re-submit the Master Plan or we are given 72 hours to appeal the decision.
  9. Permits Granted. By Law, we now need to escrow funds with the Government to insure we adhere to the permit requirements (a % of the development cost).
  10. Road engineering completed (paper only) and at this point we can title but usually don't because there can still be small changes to the roads and/or bridges.
  11. Electricity plans engineered and submitted for approval (ICE). http://www.grupoice.com/

  13. Permit taxes paid to local municipalities (a % of the development cost).
  14. Construction Begins: Roads , Water Lines and Electricity. PROPERTIES AVAILABLE FOR SALE AT A REDUCED PRICE! (less 15% of market value).
  15. Our Engineer surveys all individual properties for each client.
  16. Individual property surveys, known as 'Plano Catastrado's' are submitted to the National Registry ('Folio' numbers are issued) and afterwards to the local municipality offices for final stamps (this is a 14 day process - but it's normal to wait 2 months). Once stamped they go back to the National Registry one more time (2 weeks).
  17. Monterra receives your title and makes preparation to transfer it into your name or corporation (2 weeks). AVAILABLE PROPERTIES FOR SALE AT MARKET VALUE!
  18. Land Transfer taxes are paid by Monterra Developers.
  19. You now have a legal title and 100% securely own a part of this beautiful Country. IMAGE POSTED.

Permits Are In! Monterra's 'Valle del Luz' gated community project is starting the Main Entrance.

Located in the municipality of Cobano, and in the town of Florida, our 'Valle de Luz' project will begin with the construction of the front entrance way off the main road connecting Paquera and Cobano. The registered Well has been built and 1000' of line has been run the construction site. We are just finalized the last of our permissions, paid the taxes and approved the construction quotes. We anticipate that construction will commence by July 2009. More information and photo's will follow.









'Rios del Sol' and the Bridges.

Our Phase 1 is well underway and it's now time to start planning the bridges that are needed for the project.
Mr. Manuel Guerrero is an engineer for the Town of Paquera's Municipality (the same 'Muni' that RDS is in). Mr. Guerrero is an accomplished engineer and has offered is engineering services to us for the specific task of bridge designs. Our Properties and Forestry Studies.

One of the many important processes involved in attaining permits to develop any property in Costa Rica is forestry studies. These studies are extremely thorough and include such things as tree inventory, GPS(ing) of protected species and identification of areas to be protected. These are very serious studies and can literally stop a project in it's tracks if the engineer feels that the development impact to the forests will be too great.
To the surprise of many new developers (inexperienced) - it may not known if there will be a serious forestry problem until the final moment when permits are given or denied (months later and $$ later). The reason for this is that it's fairly common for the engineer to keep quite about his finding's as they usually try to avoid being a messenger.
A developer needs to be familiar with the forests and regulations before buying any master property.

Monterra Developers - Roads, Water and Electricity in Phase 1, Rios del Sol.

Great News!

Monterra Developers' 'Rios de Sol' Phase 1 is currently under development. The equipment has moved in and at this time most of the roads are cut.
The completion of the roads and infrastructure should take an estimated 5 months. Home building contracts are already being initiated with the first house being about 3000 square feet which will be built on Lot 12.

Monterra Resolution, Phase 1 and 2 from: The National Technical Secretariat of the Environment (SETENA)

The master plan for Rios Del Sol, Phase 2 was rejected by 'La Setena' (The National Technical Secretariat of the Environment (SETENA) in the early part of February 2009. This was not a huge surprise to us as we met with the Setena Board in December and it was suggested that we make some changes to Phase 2. We did a presentation and demonstrated that we could successfully develop this area with less then the allowable impact. We waited for their resolution. If we would have changed Phase 2, at this time, it would have delayed Phase 1 for 6 months as the two phases were submitted together. We let Phase 2 go through the process. Currently Phase 2 is ungoing design changes and will be re-submitted this summer.

All meetings and documents with the Setena Board are public record.

One point to mention is that in the early stages of sales we blocked some Phase 2 lots just in case we were met with this situation - so even though there are more the 50 lots in the phase there are only 30 purchasers. This would allow us to reduce the number of lots in the phase (if needed) without having to displace anyone. Over time some other Phase 2 purchasers have transferred into other properties.

Phase 1 is fine and under development. As of this date Phase 3 has not been submitted to the Setena yet. Only 3-5% of Phase 3 is in the protected zone.

Lot Sizes for 'Rios Del Sol'.

For Phase 1 (Rios Del Sol) we submitted a estimated 7000m2 minimum lot size because most (if not all) of the lots were Master Planned to be 7000m2 in size or larger.
After approvals, Setena can not legally change the size of 7000m2 (in any document) because that was the original suggested lot size that Monterra had submitted. But 5000m2 is the actual legal minimum size to develop in all cases with these projects and if a Developer needed too they could reduce any property down in size to 5000m2. Developing in a Country like Costa Rica needs a thorough understanding and not just an interpretation of a single document.

Becasue of this Blog I asked 'La Setena' to oblige us by writing a certification for Monterra Developers. - they were happy too. 'La Setena' letter is posted.

Titles for 'Rios Del Sol'.


Titles are being issued currently. Posted is a Rios Del Sol Phase 1 titled property located on the public road in Vainlla - there are many more and all will be done shortly as promised. Also posted is photo I took on April 29th 2009 showing the continual development of the Phase 1 roads and one of the significant reasons we can title all of Phase 1. Public Road for 'Rios del Sol'.

The 'Town of Vainllia' (Phase 1,2 and 3) has allowed us to access their town water because we are on the public road. We/our clients are able to access and utilize all advantages of being on a public road. Posted is a letter from one of our consultant companies that have worked on these specific issues. Where is Tambor, Costa Rica?

One of the comments we hear is that Monterra Developers and OwnCostaRica are developing Tambor, Costa Rica when really our projects (towns of Vanilla and Florida) are some 4-6KM away from Tambor's town.

Over 2.5 years ago we arrived in the area known as 'The Tambor Area' made famous by The Barcelo Resort http://www.barcelo.com/BarceloHotels/en-GB/Hotels/CostaRica/PlayaTambor/TamborBeach/Home.htm and the Residential Development know as "Los Delfines' http://delfines.com/

Over many years Tambor has become an icon for the southern Nicoya Pennisula and even more so what is reffered to as 'The Tambor Area'. There are 2 passanger/automobile ferrries that operate from Puntarenas to Paquera (29KM away) that are named the Tambor 1 and the Tambor 2. They are operated by The Barcelo Resort to make it easier for Costa Ricans and Tourists to drive to the resort as opposed to flying. The Barcelo offers more then 400 rooms and can be extremely busy at times. If you choose to fly to the Tambor area, even if you are travelling more then 50KM away from Tambor, you will need book your flight(s) to the Tambor airport because it's the the only airport in the southern Nicoya Peninsula. There are many scheduled flights per day leaving from San Jose to Tambor. It's all about Tambor!




It's so easy for everyone to refer to the area as Tambor when really there are many small villages and towns in the surrounding areas. I would guess that there are more then 100.
In addition to Tambor some other famous areas located here on the pennisula are Mal Pais, Montezuma, Cabuya, Santa Teresa, Paquera, Cobano, Curu (private park) Cabo Blanco (national park), and many more. They are anywhere from 10KM to 30KM away from Tambor, and when speaking to first-time visitors, many of those area's promoters refer to their area as Tambor, as well, because it's quickly identified.

Like many people on the peninsula we use the Tambor area as a point of location to identify where our developments are relative to other Costa Rica's RE promoters. It's accurate and everyone either knows where we are or they can easly Google the area.

One more thing, We own and operate a hotel http://www.hotelcostacoral.com/ in the town of Tambor and our Monterra offices are here too. We just purchased another building and RE franchise in the town of Tambor and we currently hold many titled properties, also directly in the town Tambor. Tambor is our home - our clients support our community and the surrounding area as we do.
